The party has long struggled to compete in deep-blue California, but its candidates in the Central Valley and Orange County have helped Republicans maintain a presence in competitive House races. Now, state Republicans fear that advantage could vanish if Democrats redraw the map in their favor.

Delegates said the changes would leave Republicans nearly powerless, with one describing the move as a “guillotine” for the party’s prospects.
