
President Donald Trump is facing sharp criticism over a proposed overhaul of the Public Service Loan Forgiveness program, which some fear could turn student loan cancellation into a tool of political retribution. Advocates warn the changes could exclude hospitals, schools, and nonprofits serving immigrants and transgender youth from eligibility, potentially blocking thousands from student loan relief.

Under the new rules drafted by the Education Department, PSLF eligibility would be stripped from organization engaged in what the administration defines as “illegal activities.” These include supporting undocumented immigrants, offering gender-affirming care to minors, or being tied to foreign terrorist groups, a label President Trump has controversially used for pro-Palestinians activists.
Critics argue the proposed changes give the education secretary wide latitude to define violations without legal proof, raising fears of selective enforcement. “This is politically motivated and could be used for punishment,” said Betsy Mayotte, president of the Institute of Student Loan Advisors.
The new policy, expected to take effect in July 2026, could threaten student loan cancellation for public servants in hospitals or cities with immigration protections or transgender care programs.
The proposal also introduces a requirement for employers to certify they are not involved in illegal activities. Failing to do so could disqualify the entire organization, affecting loan forgiveness for all employees.
Advocate are calling for clarity. “They couldn’t even name on organization this rule is meant to target,” said Emeka Oguh, CEO of PeopleJoy, who fears it could worsen healthcare worker shortages if hospital systems are removed from the program.
The Education Department said it is still reviewing input and will open rule for public comment before finalizing it.
